The awarding authority calls for a conceptual master plan for the development of a new city in Ouhai District in Wenzhou, China. The site is located at the southern gateway of the Wenzhou urban area and plays an important strategic role in developing the "urban core" around Daluo Mountain, while connecting the central urban area with the southern regions.
Our concept envisions a green axis along the Wen Rui Tang River and Bai Yun Mountain, that connects the existing green spaces of the Ouhai district. Along this green axis, various nodes will be placed as a central area for different urban elements. For example, the University City will be placed along Qixing Island, the Central Business District (CBD) with a health center will be placed along Sanxiang Wetland, and an industrial site will be placed along Baiyun Mountain.
The two selected areas for detailed urban planning include the CBD area near the Sanxiang wetland and the Wuci industrial site on Baiyun Mountain. We envision the former to be the cultural and business center and home to the Water Museum and City Park. The latter, will be the starting point for the industrial improvements of Ouhai District with a research and production center and an international conference center at its core.
